CAP Services, Inc. has been on the front line of the war on poverty since 1966. CAP, a private, nonprofit corporation, offers programs in Marquette, Outagamie, Portage, Waupaca, and Waushara counties. CAP Services is headquartered in Stevens Point.
Nearly three dozen programs are offered by CAP Services to transform people and communities to advance social and economic justice. One of these, our Rental Housing Program, has its office located in Wautoma. Here, applications are processed for hundreds of affordable apartments for low to moderate income Seniors and Families, in several Wisconsin locations.
Since the War of Poverty was declared by President Lyndon Baines Johnson in 1964, community action agencies have been charged with addressing poverty by purposefully engaging low-income people in shaping the programs and services they needed. CAP Services achieves this through its governance (one-third of the seats on CAP’s Board of Directors are low-income representatives) and through its triennial needs assessment survey.
Every three years, each of the community action agencies across the country conducts a needs assessment survey of low-income individuals. CAP surveys over 2,000 households within its service area. Responses are reviewed and prioritized by CAP’s Board of Directors.

Our Senior Villages - Independent living for ages 55+: 14 to 48 units at each location; 1- or 2-bedroom; 1 bathroom; 1 level; most locations have an attached garage and washer/dryer or hookups with each unit. Locations include: Adams, Berlin, Brillion, Clintonville, Colby, Iola, Manawa, Mauston, Montello, Nekoosa, Seymour, Waupaca, Wausau, Weyauwega, and Wisconsin Rapids.
Our Family Apartments for those of any age: 6 to 24 units at each location; 2- 3- or 4-bedroom ; 1- 1.5-, or 2-bathroom; 1- 2- or 3-level. Locations include: Brillion, Colby, Endeavor, Waupaca, Wautoma, and Wisconsin Rapids.
